The National Energy Administration recently issued the "Action Plan for Distribution Network Construction and Renovation (2015-2020)" (hereinafter referred to as the "Action Plan") to implement the "Guiding Opinions on Accelerating Distribution Network Construction and Renovation." The Action Plan clearly states that from 2015 to 2020, investment in distribution network construction and renovation will not be less than 2 trillion yuan, with investment in 2015 not less than 300 billion yuan, and cumulative investment during the "13th Five-Year Plan" period not less than 1.7 trillion yuan. It is estimated that by 2020, the transformer capacity of high-voltage distribution networks will reach 2.1 billion kVA and the line length will reach 1.01 million kilometers, which are 1.5 times and 1.4 times those of 2014, respectively. The capacity of medium-voltage public distribution transformers will reach 1.15 billion kVA and the line length will reach 4.04 million kilometers, which are 1.4 times and 1.3 times those of 2014, respectively. Five years later, the urban power supply reliability rate will reach 99.99%.
The construction of distribution networks will effectively improve China's electricity consumption level. The distribution network has always been a weak link in China's power grid construction. The industry has long awaited this Action Plan. The implementation of the plan is conducive to the unified planning of urban and rural distribution networks, the coordinated allocation of power resources, improving the reliability of urban distribution network power supply, enhancing rural power supply capacity, eliminating weak links in the power grid, and solving the problem of insufficient power supply capacity. In addition, the Action Plan proposes to strengthen the construction and renovation of supporting power grids for charging and swapping facilities, meet the smooth access of new energy and diversified loads, and lay a foundation for the vigorous promotion of distributed power sources and electric vehicle charging stations. In terms of policy support, the state proposes to strengthen fiscal fund support, further improve electricity price policies, strengthen credit support, issue special corporate bonds, increase transfer payment efforts, and encourage social capital to participate in distribution network investment and encourage multiple ways of purchasing and selling electricity.
It can be said that this Action Plan puts forward specific opinions in all front-end fields of industry development, effectively and comprehensively improves China's distribution network level, and strengthens assessment and supervision, turning slogans into actions.
